What is stormwater?
Stormwater pollution is a critical issue that finds its cause related to human activity. From litter and pesticides to brown water and nonbiodegradable waste, each of these products eventually, if not disposed of properly, finds its way into our stormwater. It is up to us to be positive stewards of our environment and ensure that our waterways remain pollution-free.
The official definition of stormwater under the N.J.A.C. 7:14A rules is as follows:
‘Stormwater’ means water resulting from precipitation (including rain and snow) that runs off the land’s surface, is transmitted to the subsurface, or is captured by separate storm sewers or other sewage or drainage facilities, or is conveyed by snow removal equipment.

The Stormwater Pollution Prevention Plan (SPPP) was last updated in May 2022. It describes how we implement the stormwater program to meet the requirements of our NJPDES Municipal Separate Storm Sewer System (MS4) permit.
2024 Public Complex MS4 Stormwater Permit
- The Public Complex Stormwater General Permit authorizes the discharge of stormwater from large publicly owned complexes such as colleges, universities, prisons and hospital complexes.
