Provides executive leadership for the overall direction and management of the Worthington Atlantic City Campus. Ensures services needed are provided based on student, staff and community feedback and communicates critical needs to appropriate college leadership. Provides recommendations for campus needs and works with departments to provide services and education programming in support of campus constituencies. Reporting to the Vice President, Academic Affairs, provides operational leadership and oversight for Workforce Development. Serves as Chief Workforce Development Officer providing executive leadership for planning, development, implementation, and assessment of Workforce Development and adult and youth programs. Position is exempt from the bargaining unit

Duties:
  • Oversees the operation of the Worthington Atlantic City Campus, serving as Chief Operating Officer and participating in a wide range of activities aimed at cultivating mutually beneficial relationships between the campus and the community it serves
  • Works with Academic deans, recommending credit and non-credit course offerings
  • Accountable for the effective integration of reliable learning outcomes data with specific strategies to improve curricula and instruction on an ongoing basis
  • Works closely with academic deans to facilitate articulation of credit and Prior Learning Assessment (PLA) between Workforce Development training and credit programs
  • Supervises, evaluates and provides guidance to instructional and administrative personnel
  • Identifies and develops workforce, apprenticeship or contract training programs based on emerging high occupational demand data as well as identifying opportunities in which an instructor’s expertise can be provided in the development, or enhancement, of Workforce Development programs
  • Develops and delivers profitable revenue producing programs for Workforce Development and customized/corporate training
  • Provides executive leadership and builds a unified vision for Workforce Development and Business and Education Partnership programs and operations
  • Plans, develops, and implements a strategic plan and allocation of resources for Workforce Development and Business and Education Partnership programs and operations
  • Oversees the management of new business development, sales and contract closures
  • Serves as the official Atlantic Cape delegate to the NJCCC Senior Continuing Education Officers (SCEO) committee and the Atlantic County Workforce Development Board and Cape May County Workforce Development Board
  • Provides leadership in the development of policies, procedures, programs and systems in support of non-credit programs
  • Develops and implements quality control systems for the effective delivery of instruction
  • Serves as an advisor to the VPAA on curricula and operational initiatives, providing leadership in the identification of economic, technological and workforce needs and recommendations of new academic and student support programs aligned with those external developments
  • Develops integrated support to the career, academic, and developmental goals of Workforce Development students, including active support and promotion of emerging student success initiatives
  • Manages complaints and grievances from students and staff pertaining to instructional matters
  • Provides oversight for all required learning outcomes assessment functions within Workforce Development
  • Demonstrates reliance on the analysis of data and report writing to guide future action and program planning
  • Meets regularly with Workforce Development and campus staff to provide follow up with ongoing initiatives and continuous guidance and direction
  • Establishes effective relationships with appropriate members of state and local governments, businesses and community leaders in promoting Workforce Development programs
  • Oversees and leads Workforce Development advisory boards
  • Provides active involvement in partnership programs between the college, select community-based organizations, faith-based, and other area social service agencies
  • Develops, implements and monitors departmental budgets in concert with strategic plan and with other members of the VPAA’s staff
  • Works with College Relations to develop and implement marketing plans and promotional materials for credit and non-credit programs
  • Initiates new Workforce Development training programs or courses and makes recommendations to the VPAA
  • In conjunction with Resource Development, assists in the identification of grant and other external resources to further program development to meet student success goals
  • Supports the development of a climate that promotes innovation and improved academic and career offerings to students and the community
  • Represents the college at internal and external events and/or meetings as needed
  • Ensures all departments act in compliance with FERPA, Title IX, Title IV, Clery Act, Americans with Disabilities Act and other federal and state regulations as well as college policy
  • Serves as an internal resource to members of the college on matters related to Workforce Development
  • Serves on college campus-wide committees
  • Performs other duties as assigned
Minimum Requirements:
  • Master’s degree in a career or technical field or related field
  • Doctorate preferred
  • Experience in program development, implementation and operations including Workforce Development programs
  • Five (5) years of progressively responsible administrative leadership in higher education setting
  • Demonstrated ability to work effectively with diverse administrative, academic, student and external populations
  • Strong organizational and leadership skills with a demonstrated ability to build consensus in a service oriented environment
  • Knowledge of theories of learning as they relate to the developmental of the adult learner and understanding organizational systems and their contributions to student academic success
  • Demonstrated ability to develop measurable outcomes and assessments strategies to formulate data-driven decisions
  • Excellent communication and technology skills
  • Excellent communication skills to include public speaking, report-writing and Board level presentations
  • Computer literacy to include Microsoft Office products
